A May 2011 Ming Pao report said LegCo was vetting new MPF relevant-income bounds: under party pressure the government lifted the floor from HK$5,000 to HK$6,500 (not the HK$5,500 first proposed), with the ceiling rising in phases from HK$20,000 to HK$25,000 first. But the new bounds could not take effect with the 1 May minimum wage, likely passing only before the July session’s end. FTU’s Wong Kwok-kin slammed the mishandling: after the minimum wage pulled masses earning over HK$5,000 into the net, the new law two months later would pull them out again — “was opening those accounts a waste of everyone’s time?”
Wong asked for the new floor to apply retroactively from 1 May; the government replied it would “follow the law”, and he vowed to keep pushing to cut pointless admin.
