On 23 February 2011, Financial Secretary John Tsang announced a one-off HK$6,000 injection into every MPF and ORSO member’s account. Anyone a member on that date qualified regardless of income; HK$24 billion was earmarked.
Tsang argued tax rebates would fuel inflation and reach fewer people, while the MPF injection added no inflation pressure and was affordable. But the middle class, hoping for rebates, was disappointed.
Injection was expected to start within the 2011-12 fiscal year. The MPFA had to verify ID numbers with trustees and upgrade matching systems — one injection per ID — a massive exercise.
