What did the government propose in May 2011?

The government proposed raising the MPF minimum contribution income threshold from HK$5,000 to HK$6,500 — about 180,000 workers would be exempt from contributing. Below HK$6,500 monthly, employees needn’t contribute; but the HK$5,000–6,500 cohort meant lost trustee revenue, compounding the income hit from delayed semi-portability; the threshold would be reviewed every two years.

How did the industry react?

The industry worried about contribution loss from lower-income accounts; labour said the adaptation period was too long.
