Why is a false “permanent departure” claim a crime?

In January 2011, the MPFA reminded members that MPF can be claimed before 65 in only five situations — permanent departure being one — and that false declarations are criminal offences it had successfully prosecuted. In one case, a Mr Lau swore a false permanent-departure oath arranged by an illegal syndicate; immigration records exposed him and he was convicted. Offenders were mostly fined HK$1,000–6,000, some also ordered 80–240 hours of community service.
