What was the government’s latest plan in June 2011?

The government planned to table MPF income-level adjustments that month: ceiling from HK$20,000 to HK$25,000, floor from HK$5,000 to HK$6,500, aiming to pass the subsidiary legislation before the July recess. Labour welcomed the floor rise; business split on the ceiling; the DAB and Democrats backed it, so passage looked likely. Among four chambers, only the Federation of Hong Kong Industries accepted it; the General Chamber had reservations, the Chinese General Chamber wanted HK$22,000, manufacturers preferred no change to spare SMEs.

Why change?

The ordinance required periodic reviews; after the minimum wage, an unchanged floor would mean near-universal contributions.
