Suspect your employer is skipping MPF contributions? Know how to check and report

Case: Ka-chun suspects his employer is defaulting on MPF contributions but doesn’t know how to confirm it — and whether he can report it to the MPFA.

How do you check?

Read the contribution record, or call the hotline on 183 3030. MPF benefits are the fruit of your labour — watch your account to make sure your employer contributes, and contributes correctly. Check the “contribution record” your employer issues, or call the contribution hotline 183 3030 for the last three months’ records. Checking your own account needs no employer consent or signature.

What if contributions are missing?

Call the MPFA hotline 2918 0102 straight away. If your employer never enrolled you, never contributed or under-contributed, report it promptly so the MPFA can follow up immediately. Anonymous complaints are investigated too, with a file opened the same day.

How does the MPFA recover arrears?

The vast majority is recovered; rogue employers face prosecution. All trustees must by law report defaults to the MPFA. After MPFA follow-up, the vast majority of arrears are recovered; the rest go through civil recovery — the Small Claims Tribunal, District Court or High Court. If an employer defies a court order, the MPFA can seek asset seizure, bank-account freezing, statutory demands, even winding-up or bankruptcy petitions. Repeat defaulters face fines of HK$5,000 or 10% of arrears, whichever is higher. The MPFA also runs regular inspections of employer enrolment and contributions.
