The system, launched 20 October 2009, covers 60 destinations Hong Kong residents visit most, graded yellow, red and black by threat severity, persistence and whether travellers are targeted. Yellow: signs of threat — stay alert, e.g. Indonesia and Pakistan after bombings. Red: clear threat — adjust plans, avoid unless necessary; Thailand’s March 2010 internal security law triggered Hong Kong’s first red alert. Black: highest level, severe threat — do not go.

The Security Bureau’s website updates alerts continuously; if you must visit an alerted destination, check arrangements with your travel agent and airline, and confirm your travel insurance still covers you.
