How did LegCo approve the Community Care Fund in May 2011?

On 13 May 2011, LegCo’s Finance Committee approved HK$5 billion for the Community Care Fund by 27 votes to 6, with 12 abstentions; it could start operating in July. Democrats, Civic Party and Liberals abstained; Home Affairs chief Tsang Tak-sing promised half-yearly progress reports to LegCo.

Why did some lawmakers object?

Democrats wanted the funding split into three tranches; Regina Ip suggested scrapping it and returning HK$600 million raised; Wong Yuk-man demanded a fundraising timetable.
