Government: MPF income thresholds balanced worker and employer views — ceiling should have been HK$30,000

On the plan to lift MPF’s lower relevant-income level to HK$6,500 and the ceiling to HK$25,000, a government spokesman stressed the new levels follow the statutory formula and reflect employers’, employees’ and public views. The MPF contribution rate itself is unchanged at 5% each.

Why not the MPFA’s proposed HK$30,000?

The original ceiling was HK$30,000, cut to HK$25,000. Sources say the 90th-percentile calculation pointed to HK$30,000, but concerns about burdening employers saw it revised down. Labour and Welfare Secretary Matthew Cheung said adjustments must respect both sides’ capacity; MPFA chief executive Diana Chan noted the mechanism is reviewed every four years to stay current.
