Phase One of MPF Full Portability opens on Monday, 21 December. Employees hired on or after 1 May 2025 may transfer the full accrued benefits from their current employer’s mandatory contributions to a scheme of their choice, once per calendar year. The real question is not whether to move — it is when. The 2026 quota survives for just 11 days, from 21 to 31 December. Move in December, wait for January, or do both: the answer sits inside three rules most people get wrong.
Three misconceptions, dismantled first.
Misconception one: “I’ll decide after Christmas.” The once-a-year limit resets on 1 January; it is a calendar-year quota, not a rolling window (MPF Ratings explainer, 23 September 2026). The 2026 quota evaporates at midnight on 31 December. Unused means gone.
Misconception two: “A form submitted on 30 December uses my 2026 quota.” The quota counts on the date the new scheme’s trustee receives the completed form (the long-standing ECA rule under sections 148A/148B of the General Regulation; confirm in writing with the receiving trustee for Phase One). Instructions submitted on 29–31 December hit the Christmas blackout — a half trading day on the 24th, a public holiday on the 25th, the weekend of 26–27, another half day on the 31st — and will almost certainly be received in January. Net result: what you thought was your 2026 quota is actually your 2027 quota, and your next transfer is locked until 1 January 2028.
Misconception three: “Moving a month early saves a month of fees.” True in arithmetic, pointless in magnitude. On HK$250,000 of employer-contribution balance, a 0.59 percentage-point fee gap (market-average FER 1.36% versus actual DIS average around 0.77%) is about HK$1,475 a year — roughly HK$123 a month. Risking Christmas transit for HK$123 is the wrong trade. The December move is not about the fee. It is about the quota.
Assumptions: hired after May 2025, HK$250,000 of current-employer contributions, current scheme at 1.36% FER, destination at 0.77%.
Path A — the early-bird double move. Submit the transfer instruction via eMPF on 22 December so the new trustee receives it within December (2026 quota consumed), then move again in January 2027 (2027 quota). There is no mandatory waiting period: a December transfer can be followed by a January one (MPF Ratings). Outcome: a full year of 2027 in the cheaper scheme saves about HK$1,475, and January keeps a second option open — for instance, re-optimising once trustees’ first-quarter transfer incentives land.
Path B — wait for the new year. Submit once, after 4 January 2027 (the first working day after the New Year holiday). Cost: about HK$123 of extra fees for December. In exchange: the Christmas blackout is fully avoided, one clean move, zero quota-date disputes.
Path C — the year-end trap. Submit on 30 December; the form is received on 4 January; it counts against the 2027 quota; the next move is locked until 1 January 2028. Worse, the transit straddles the Christmas blackout — roughly 8 to 10 calendar days out of the market. A transfer’s one-to-two-week investment gap is standard (MPFA), and a ±2% market swing on HK$250,000 is ±HK$5,000 — forty times the fee saving. The worst path, and the easiest to fall into: thinking you caught the last train when you actually stepped into the trap.
| A: double move | B: wait | C: year-end trap | |
|---|---|---|---|
| Quota consumed | 2026 + 2027 | 2027 | 2027 (mistaken for 2026) |
| Next eligible move | 1 Jan 2028 (two moves used) | 1 Jan 2028 | 1 Jan 2028 |
| Transit risk | Normal 1–2 weeks | Normal 1–2 weeks | Straddles Christmas blackout, ~8–10 calendar days |
| One-year fee saving | ~HK$1,475 | ~HK$1,352 | ~HK$1,352, plus a year locked |
Forward-pricing protection. MPF uses forward pricing (T+1/T+2); a one-to-two-week out-of-market transit is a structural cost of transferring. Avoid submitting between 24 and 28 December. Transfers must be in full, so there is no tranching — but you can choose a calmer market day to file.
Note: the 21 December commencement date awaits completion of LegCo’s negative-vetting procedure (tabled 21 October). It can be amended during scrutiny, but even the maximum extension expires before 21 December — the date is effectively locked.
Illustrative calculations use gross-return assumptions; the fee gap uses the market-average FER of 1.36% (HSBC, May 2026) versus actual DIS average of about 0.77% (MPFA Chairman, September 2026). Transfer instructions are filed via eMPF. Investments carry risk; compare fund fees and performance before transferring.
