Employee Choice Consultation Nears; Union Demands Details

The MPFA will put its “employee choice of MPF scheme” legislative proposals to LegCo’s financial affairs panel in April for consultation. The Confederation of Trade Unions backs the direction but says information is so thin it knows “nothing about what the pie looks like” — and wants the details before taking a position.

What is the union’s stance?

Supportive in principle, critical of the information vacuum. CTU officer Chak Man-wai said the union supports employee choice but currently knows nothing of the plan’s details, so its position is undecided; the MPFA must lay out the specifics. He questioned how the MPFA can promise implementation next year when public understanding is so low — the authority owes the public a proper explanation.

What should the choice arrangement watch for?

Freedom to switch is not freedom everyone knows how to use — education must keep up. Employee choice lets workers pick trustees and funds, in theory sharpening competition and cutting fees. In reality, many workers barely understand MPF; choice without knowledge is no choice at all. During consultation, unions and the public should press on: is switching easy, is disclosure adequate, will vulnerable workers be left behind?

What is the timetable?

Proposals in April, implementation targeted next year. The government and MPFA plan to present legislative proposals in April, consult, table a bill this year and implement next year. Consultation is workers’ chance to be heard — speak up.
