What did it say in July 2011?

The Lion Rock Institute issued a statement opposing universal retirement protection: it would require every worker to contribute HK$1,600–2,500 a month. The institute argued retirement was personal responsibility and government should help only the truly needy; universal cover would force higher earners to subsidise the grassroots.
