In July 2011, LegCo’s Finance Committee approved an extra HK$1.5 billion for the Community Care Fund to pay HK$6,000 to eligible new immigrants. About 233,900 people — aged 18 by 31 March 2012, resident under seven years, from low-income families — qualified, with registration from October and payouts from November.

Why no HK$200 bonus for late collection?
