What did the June 2011 blacklist reveal?

On 6 June 2011, the MPFA published its first “Records of Non-compliant Employers and Officers”, listing about 3,200 civil judgments and 500 criminal convictions over five years, covering some 2,300 employers across catering, logistics, retail, security and more. Sixteen employers were convicted twice or more; four had three convictions — including Sing Pao Newspaper Management, prosecuted three times between 2006 and 2008 for defaulting staff MPF contributions and fined HK$215,000 in total.

What details does the list show?

Company names, business registration numbers and offence details; names are removed after five clean years. MPFA enforcement chief Yu Hoi-ping said the list would deter offenders and raise transparency.
