The answer: the law allows early withdrawal for “permanent departure from Hong Kong” — declare your overseas address and departure date, show permanent-residence proof, and swear an oath.
The trustee notifies the MPFA in writing to check whether you’ve used it before. Once used, returning to work in Hong Kong means no second chance.
It’s a crime. Past members claimed permanent departure then re-enrolled in MPF shortly after; immigration checks exposed them as cross-border commuters, and the MPFA prosecuted. Fines or imprisonment follow.
