What are MPF voluntary contributions? Why higher earners contributed more in 2011

After the minimum income threshold rose on 1 November 2011, an estimated 180,000 more employees and self-employed persons were freed from mandatory contributions. Yet at the same time, 蕭美鳳, managing director of MPF consultancy 駿隆, spotted the opposite trend: more and more people were making voluntary contributions in recent years, a rising proportion led by higher earners.

What are MPF voluntary contributions?

MPF voluntary contributions are extra contributions employers or employees make to an MPF scheme on top of the mandatory amounts; withdrawal rules are the same as for mandatory contributions, generally requiring age 65. 蕭美鳳 noted that with inflation running hot in 2011, low earners valued cash in hand for flexibility — but a few hundred dollars saved was hard to grow elsewhere, so “sometimes it is better left compounding in MPF”; for workers on modest incomes, though, keeping cash at hand still came first. Whether to keep contributing 5% of salary voluntarily depends on the individual’s age and investment preference.

180,000 newly exempt — how big was the impact?

蕭美鳳 told iFund Channel that those moving from “must contribute” to “need not contribute” were actually a small share of the total, and the assets involved were modest. In other words, the higher floor barely dented MPF’s overall pool — the real story was at the other end: as people grasped that “inflation is fiercer than a tiger”, and with MPF portability arriving the following year, voluntary top-ups were on the rise.

Are voluntary contributions right for you?

The 2011 observation still holds: the value of voluntary contributions is discipline, not amount. An automatic monthly top-up beats a few hundred dollars dissolving into daily spending.
