Years of retirement research — any conclusions?

The Central Policy Unit spent three years studying Hong Kong retirement, yet LegCo papers show deeper research, focus groups and a territory-wide survey still to come — no timetable for universal protection; civic groups slam the “three years, then three more” delay as proof of no resolve.
