Some groups have proposed that the Hong Kong government set up a seed fund to provide livelihood protection for retired elderly people, giving seniors more security in old age.
The groups propose a government-established seed fund whose resources would support retired seniors’ living needs. Against rapid population ageing, MPF, CSSA and fruit money alone struggle to give every elderly person adequate retirement protection — a dedicated fund is one policy option on the table.
MPF had run for only about a decade by 2011, so accumulated balances offer limited help to those nearing retirement, especially low-income earners. Hence persistent public calls for retirement-system reform, from universal pensions to various fund proposals. While the debate continues, workers should plan for themselves: understand how the MPF system works and check whether their MPF fund mix can meet retirement needs.
