On the MPFA’s proposal to introduce a compassionate MPF withdrawal mechanism and phased withdrawals, Convoy’s MPF business development director Chung Kin-keung welcomes the idea — but says the government must handle any relaxation carefully.
Chung argues early access would betray MPF’s founding purpose; protecting citizens’ healthcare rights should come through other policies, such as a comprehensive long-term welfare net. Retirement money should not become an emergency ATM.
On phased withdrawals after 65, Chung suggests MPF products could take an annuity form. MPF phased withdrawals paired with annuity products would secure retirement cash flow far better.
