With the renminbi on an appreciation path, members kept asking: can MPF funds buy renminbi products — bonds, stocks, deposits? In a November 2011 column, the MPFA answered: nothing in MPF investment guidelines bans renminbi exposure. As long as the relevant restrictions are met, funds may invest outside Hong Kong dollars — and some already held renminbi bonds and deposits.
MPF funds may hold renminbi products provided they keep at least 30% in Hong Kong-dollar investments, all dealing and settlement is in Hong Kong dollars, and any bond is rated BBB (S&P) / Baa2 (Moody’s) or above. Securities must generally be listed on an MPFA-approved exchange, such as renminbi-denominated securities on the Hong Kong stock exchange.
The 30% HKD floor caps a fund’s foreign-currency risk. Even when a fund holds foreign-currency assets, members still buy and sell in Hong Kong dollars and constituent funds must settle in HKD — a firewall so exchange-rate swings cannot uproot members’ retirement savings.
MPF funds may only buy bonds rated BBB/Baa2 or above, and renminbi bonds are no exception. Not every dim-sum bond qualifies for an MPF portfolio; there is a hard floor on credit quality.
The MPFA stressed that MPF is members’ retirement reserve: the investment rules exist to protect members, curb long-term risk, and still leave enough choice to pursue the best outcomes. Renminbi products are one option among many — what matters is whether the overall mix is diversified and fits your risk appetite.
