Can Critical Illness or Home Purchases Unlock MPF Early? MPFA Studies Compassionate Withdrawals

The MPFA is considering letting members with critical illnesses — or in certain compassionate situations such as a sick child, unemployment or even home purchases — withdraw part of their MPF contributions. Industry voices say early access for critical illness is worth considering, but extending it further would betray MPF’s retirement purpose.

At what age can you currently access MPF?

Sixty-five — early only in special cases. After more than a decade of MPF, members can only withdraw early in five special circumstances — total incapacity, permanent departure, terminal illness, small balances, and death. Normally, accrued benefits are locked until 65.

How would MPF early withdrawal work?

With assessment mechanisms and withdrawal caps. MPFA chair Anna Wu said the working group’s review is complete: early access for the critically ill is under consideration, while sick children, unemployment and home purchases are also in scope but more controversial. Implementation needs careful study — proper assessment mechanisms and caps, such as limiting withdrawals to 20%, 25% or 30% of total assets. “Personally, I find anything over 50% hard to imagine,” Wu said. The review goes to the board in September, aiming for public consultation by year-end.

What do lawmakers and the industry think?

Critical illness maybe; other reasons need caution. Some lawmakers say the idea deserves study and, with proper safeguards, abuse needn’t be feared. Industry practitioners argue early access for critical illness is defensible, but home purchases and unemployment shouldn’t qualify — otherwise MPF loses its meaning as retirement protection.
